The Canadian province of nova scotia has approved a new cap on lookah glass and cigarettes, making it the first Canadian province to adopt a maximum concentration of nicotine of 20 milligrams per milliliter.
The move follows the passage in March of an amendment banning aroma-fogging products.
The Canadian cancer society says the highest nicotine levels in nova scotia are the same as those in 28 countries in the European Union, which has been in place for several years.
By reducing exposure to highly addictive levels of nicotine, regulatory reforms will increase efforts to protect adolescents from the harmful effects of nicotine, the provincial health department said in an email.
Thirty-seven percent of nova scotia students in grades 7 through 12 have smoked the lookah seahorse coil at least once, one of the highest rates of smoking in Canada, according to a survey conducted in 2016-17.
In a press release issued on Monday, the Canadian cancer society noted that a new study from the University Of Waterloo found that canadians aged 16 to 19 smoked between 2017 and 2019.
The study, published in the journal pediatrics, found that the proportion of young people who smoke rose from 8.4 percent in 2017 to 17.8 percent in 2019, a 112 percent increase.
Since the nicotine-containing lookah bongs were legalised in May 2018, tobacco companies have entered the Canadian lookah bongs market, with the number of lookah bongs for teenagers rising rapidly, the cancer society said.
It also noted that in November, the province of British Columbia announced it would pass a rule limiting nicotine to 20 milligrams per milliliter. The law has not yet been passed.
Quebec and the federal government have also said they are considering such measures.
Lookah glass for sale, an industry group that declined to be named, said on Monday: "the nova scotia government's move will make it harder for heavy smokers to kick the habit and will do little to combat youth smoking.
As a result, smokers may continue to smoke, quitters may smoke again, or smokers may try to obtain higher levels of nicotine and flavorings from illegal markets or other provinces, "lookah glass for sale, a grass industry association, said in a statement.
